I can say at once that the series turned out to be brilliant and as the story progresses you get more and more involved in Gotham, it just happens, for example, as in the Underground Empire, when you get involved in the beginning, and then just wait for when it all ends. First, the general aspects:

1) The atmosphere is great, although I expected a darker atmosphere, like in the Dark Knight (2008)

2) The actors were chosen almost perfectly, by the way, at first it seemed to me that Jim Gordon is played by Stephen Gerrard of FC Liverpool. The only thing I didn't like was the actress who played Selina Kyle, but they don't argue about tastes, but I was personally annoyed even with her character, but since the cat is an integral part of Batman's universe, I have nothing against it.

3) Realistic. That's what cardinally distinguishes Gotham from the same arrows or Flash - no mutants, goblins, wizards, etc.

Finally, what is most important in Gotham - the Penguin. Perhaps there was no other character to worry about as much as the Penguin. Everything is clear with Gordon - he is the main character, honest opera, etc., he will not perish a priori and win all, it is clear. But there was no such clarity with Penguin. In the beginning, when Gordon "expelled" him from the city, he came out and killed a fisherman, it seemed that he would just become another maniac - but he found a way out of any situation (in fact, several times helped Gordon and Bullock) and became a brilliant puppeteer. Even on a plot without it there would be no half of events. At the same time, we can say that if Gordon and Penguin cause sympathy as characters, Fish Mooney was an object of hatred throughout the series.
